New EPA Emission Regulations for Stationary Diesel Engines

The U.S. Environmental Protection Agency (EPA) is proposing new national emissions standards for hazardous air pollutants for stationary reciprocating internal combustion engines that are not already covered by earlier EPA oxidation catalystregulations.

The newly announced regulation would set emission limits from certain stationary diesel engines. EPA expects the plan to be fully implemented by 2013. The EPA is required to complete the final rule by February 10, 2010.

EPA’s announcement said that in 2008, over 1 million of these engines generated electricity, powered equipment and operated during emergencies at industrial, agricultural and other facilities. Specifically, EPA said these engines are used at facilities such as power, chemical and manufacturing plants to generate electricity and power pumps and compressors. They are also used to produce electricity and pump water for flood and fire control in emergencies.

EPA said this rule would apply to engines that are smaller than or equal to 500 hp that were manufactured before June 12, 2006. It also covers engines larger than or equal to 500 hp that were manufactured before December 19, 2002.

Owners of operators of existing engines would be required to install emissions control equipment that would limit emissions by up to 90-percent, perform emissions tests to demonstrate engine performance and compliance with rule requirements and burn ultra-low sulfur diesel fuel in non-emergency engines with a site rating greater than 300 hp. To meet the proposed emissions requirements, owners and operators would need to install aftertreatment controls on the exhaust system, such as filters or catalysts.

The proposed EPA rule focuses on two options for aftertreatment control of emissions. One is oxidation catalysts, a technology the EPA believes can achieve air toxics reductions up to 90-percent, but can only reduce fine particle emissions by about 30-percent. Catalyzed diesel particulate filters are also a listed technology to reduce air toxins and particle emissions, including black carbon soot at over 90-percent.

Phoenix Products Generator Enclosure Design Blows Away the Competition!

Generator enclosure design receives State of Florida approval for High Velocity Hurricane Zone aluminum enclosures. High Wind Velocity Generator Enclosure

In August, Phoenix Products received State of Florida approval on their new High Velocity Hurricane Zone (HVHZ) aluminum enclosures, putting them at the forefront of the industry for providing the highest level of generator enclosure protection.

Florida law requires either state or local approval on all building envelope components and systems to certify resistance to structural wind loads as required in the current edition of the Florida Building Code. In terms of structural design, any area that requires a minimum wind design velocity of 100 mph is defined as a hurricane prone region. The Florida Building Code generally enforces this minimum acceptable standard to protect life and property, but—depending on intended use, owner preference or insurance stipulations—many projects require above-minimum performance.

Phoenix Products now offers a hurricane protection solution. Their new HVHZ aluminum genset enclosures are designed to withstand minimum structural wind loads of 150 mph, high internal/external pressure differentials and the impact of wind-borne debris. In addition, the aluminum construction resists corrosion caused by sea air and high humidity.

The HVHZ enclosure is another example of the technology, quality, and performance that exemplify the Phoenix tradition of excellence. Hats off to the men who made it work! Heath Kinnunen, Phoenix Products manufacturing engineer, team lead and head project engineer, oversaw the research and development phase of the HVHZ design project, and later, the independent witness testing. Ilmedin Husnic, Enclosure department fabricator and Chris Morter, Tank department welder, were responsible for preparing and building the specimens for independent laboratory tests. Manufacturing engineers Clifton Mills and Richard Hartney supervised the third party quality assurance compliances.

For more information about the new HVHZ enclosure, contact a Phoenix Products sales representative or stop by their facility next time you’re in Jacksonville.

Hurricane Season Tips: Flooded Tank Precautions

Hurricane Season started June 1st and is predicted to be active with several major storms forecasted to strike land. If you have a fuel tank that becomes flooded as a result of such a storm, there are numerous considerations Phoenix Products logothat should be made before attempting restart or commencing operational status.

    • Make sure electrical panels are clean and dry.
    • Check pumps, dispensers, emergency shutoff, panel box, etc. for continuity and shorts.
    • Remove any water in dispenser sumps, pans, tank sumps, etc. Sump water should be removed by an authorized state licensed waste hauler and hauled to an appropriate treatment facility.
    • Handle hazardous waste according to the law (fuel contaminated water or water contaminated fuel).
    • Check tank bottoms for debris and water that may have been caused by surface flooding.
    • If tanks shifted and problems are found, repair them according to manufacturer’s instructions and appropriate industry standards such a NFPA 30, NFPA 30A or NFPA 110.
    • Make sure vents and vapor lines have not moved or cracked.
    • Check vents for blockage and proper operation.
    • Inspect dispenser electronics for evidence of water intrusion.  Use dispenser manufacturer dryout procedures prior to energizing dispensers.
    • Check dispenser filters and submersible check-valve screens for plugging with dirt or debris.
    • Notify authorities if necessary.  DO NOT accept new fuel until system integrity is proven.  In the case of Underground Storage Tanks, DO NOT assume everything is okay because water did not flood over tank area; the water table could have risen and caused problems.
    • If you are storing fuel containing ethanol as an oxygenate or if you are using biodiesel, the presence of water can adversely affect the fuel’s efficacy so testing is absolutely necessary and a complete pump out is probable.

Be prepared for hurricane season; let Phoenix Products assist with any tank inspection, tank repair, or tank ‘return to service’ issues you may encounter. Email phoenix.sales@phoenixprods.com

Fire Truck Rescued by St. Augustine Paint Shop

On hand to turn over the shiny, restored truck to Rodeheaver were several Ring Power employees and managers who took part in the effort. Pictured left to right: Branch Service Manager Chris Tomkinson, SVP Director of Facilities and Purchasing Dennis Steed, HE Unit Foreman Daryl Gandy, Larry Albane and Gerald Bustion; Rodeheaver representatives Jim Hughes, Jeff King and Ken Johnson; and President Randy Ringhaver.

Ring Power's St. Augustine branch donated the heavy equipment paint shop's expertise to the Rodeheaver Boys Ranch by offering to restore the charitable organization’s Ford C-Series fire truck. The ranch, which is located in Palatka, Fla., utilizes the fire truck for small brush fires, Boy Scout merit badge training, and to train boys for future public service careers.

The truck had been eaten away by rust, leaving holes in the roof and body. A special thanks to the whole St. Augustine paint shop crew for making the truck look as good as the day it rolled off the assembly line!

Phoenix Products Shares Fuel Storage Tank Common Sense

Phoenix Products, a division of Ring Power Corporation, has some advice for businesses that require on-site fuel storage. Because many companies build aboveground fuel storage tanks,
it is a competitive market. With so many options available for on-site fuel storage tanks, how do you choose?

Common sense says that you should obtain the highest rated tank you can afford. When selecting an aboveground storage tank (AST), ask your insurance company for input because they have an interest in minimizing your liability. Then, contact the local authority having jurisdiction (typically the fire marshal). They will not make specific manufacturer recommendations, but can give specific guidance. Always take a good look at the manufacturer. Even though they may offer an extended warranty of 20 or 30 years, that warranty will be worthless if the manufacturer goes out of business before then. And understand: Just because you may be allowed to install a UL142 tank instead of a UL2085 tank, the savings generated from such a decision won’t begin to pay for the cost of a cleanup. And finally, make sure that you obtain all of the proper approvals, and that you prepare and implement a Spill Prevention and Countermeasures (SPCC) plan as required. Failure to prepare an SPCC plan violates federal SPCC regulations (40 CFR Part 112.3[b]) and could cost your business tens of thousands of hard-earned dollars!

Phoenix Products, a division of Ring Power Corporation, is a leading manufacturer of fueling systems for the reciprocating engine power generation industry. Few companies have more experience designing integrated fuel systems and packaging generator sets, whether for standby power, prime power or peak shaving power applications. Fuel Tank Cleaning - Refinery Fresh

A fuel filtration system can get your existing fuel back to refinery fresh standards while reducing the chances of an emergency power failure. Phoenix Products' Fuel Recycling Service utlizes a fuel cleaning process involving a continuous sweeping motion along the bottom of the fuel tank or diesel tank; circulating fuel through a closed loop sample of cleaned fuel5-stage filtration system. Fuel is run through a closed loop filter circulating system consisting of three 1-micron bag filters, a 0.5-micron canister filter, oil and water separation through coalescing unit and two water absorption filters and return fuel to the tank.

Scheduled fuel maintenance and testing help to reduce or nearly eliminate fuel contamination. Fuel maintenance filtration removes contaminants and water and returns fuel to conditions where it will provide reliability and efficiency for standby generators when called upon in emergency conditions. Fuel maintenance and testing should begin the day of installation and first fill to establish a benchmark guideline for further comparison. Fuel monitoring and testing services are available nationwide from many different companies.

    OUR GOAL
To satisfy all state and federal requirements for Emergency Power Systems and to create a successful fuel management program by providing preventative maintenance.
    • Inspect/audit of fuel, fuel tank and equipment
    • In-tank visual audit & ASTM Clear & Bright test (samples)
    • Service all AST, UST, Sub-Base Tanks, Day Tanks
    • Service and maintain gauges & tank monitoring equipment
    • Third party lab analysis upon request
    • Fuel treatment/stabilizer/inhibitor

Phoenix Products' Petroleum Recycling Service Fuel Quality Assurance Program is a comprehensive, progressive program for the prevention of costly equipment failure and is completed with no interruption of system operation. Contact Phoenix Products and talk to a representative on how we can bring confidence in your system with fuel cleaning, fuel filtration, and fuel tank cleaning.
